India and the Netherlands have elevated their bilateral relationship to a Strategic Partnership, adopting a roadmap for 2026–2030 that prioritises water management, climate resilience and sustainable maritime development. Building on their Strategic Partnership on Water, signed in March 2022, the countries will strengthen cooperation on integrated water resources management, flood resilience, coastal zone management and water quality and availability in the Ganga Basin. They also plan to combine Urban River Management Plans with the Netherlands’ Water as Leverage approach, which integrates water and climate resilience into urban development through design-led, multi-stakeholder collaboration. Both governments welcomed an India–Netherlands Centre of Excellence on Water at IIT Delhi to test Dutch technologies and adapt solutions for wider application in India. Maritime cooperation will focus on smart and sustainable ports, inland waterways, green shipping and supply-chain optimisation, alongside plans to explore a Green and Digital Sea Corridor. The roadmap offers a framework for translating bilateral expertise into scalable solutions for India’s water security, urban resilience and low-carbon maritime infrastructure.
